This note was issued in 1848 — the year of revolution across the Habsburg lands. The Vienna uprising of March that year forced Metternich's resignation and sent Emperor Ferdinand into flight; the National Bank was simultaneously under pressure to finance emergency state expenditure while maintaining public confidence in paper. A one-gulden denomination in silver equivalence was a direct concession to small-denomination demand that metallic coin could no longer satisfy, as silver rapidly disappeared from circulation into private hoarding.
The single official seal as the sole security feature reflects how quickly this was produced. Speed mattered more than sophistication.
