Paraguay's response to the pandemic included issuing this commemorative through the Banco Central del Paraguay, which has a long habit of licensing themed silver pieces to the international collector market rather than for domestic circulation. The guaraní itself, as a circulating unit, had long since rendered a one-guaraní face value purely ceremonial — by 2021, the coin's metal content exceeded its nominal value by a factor of several thousand.
