Haiti's 1916 gourde issue arrived during the early years of the U.S. occupation, which began in 1915 following the assassination of President Vilbrun Guillaume Sam. The Banque Nationale de la République d'Haïti — effectively under American financial control by this point — operated under a concession held by the National City Bank of New York, a arrangement that shaped every aspect of currency policy during this period.
Pick 134 is among the scarcer issues of the occupation-era Haitian series. The political circumstances of the occupation meant that local monetary institutions had limited autonomy, and note production and distribution were not always consistent.
