Clement X declared 1675 a Holy Year — an intermediate jubilee, falling between the standard 25-year cycles — largely in response to pressure from Catholic princes seeking the spiritual and economic benefits pilgrimage years brought to Rome. The decision was unusual; intermediate jubilees were rare and required specific papal authorization rather than the automatic scheduling of ordinary holy years.
The Roman mint struck jubilee coinage specifically to service the massive influx of pilgrims. Circulation was concentrated and brief, which accounts for the range of surviving conditions.
