1 Frank Kart (Paper)

Municipal emergency scrip from a port city that had been passed between Ottoman administration, Greek occupation, Italian forces, and finally Albanian sovereignty in the space of roughly a decade. By 1924 Vlorë's local economy was still fractured enough that the municipality issued its own fractional paper — the Albanian state was barely two years into its first republican government and central monetary infrastructure was threadbare.

The "Frank Kart" denomination signals a transitional moment: the Frank as unit predates the Lek reform of 1926, when Fan Noli's failed government and Ahmet Zogu's subsequent consolidation pushed through a proper national currency. This note did not survive that transition in circulation.
