Abbeville's chamber of commerce nécessité notes were a direct consequence of the wartime small-change famine that gripped France after 1914, when hoarding stripped bronze and silver coins from circulation almost overnight. By 1920, when this franc was issued, the emergency had technically passed — yet dozens of provincial chambers were still printing their own paper because the Banque de France had not yet restored adequate low-denomination coin supply to the regions.

Imprimerie Chaix was the dominant French printer of this genre, responsible for a substantial portion of all departmental necessity issues. Léon Leclerc designed across multiple northern French chamber series during this period.
