Montrouge, a commune on Paris's southern edge, issued these small-denomination emergency notes during the First World War under the authority of its municipal tax office — the Recette Municipale — as coin shortages paralyzed everyday commerce across France from 1914 onward. The Chambre de Commerce notes that typically handled this gap weren't always accessible at the hyper-local level, pushing individual communes to fill the void themselves.
The seven-year validity window is worth noting. Many French municipal issues of this type saw formal withdrawal well before their printed expiry, leaving unredeemed stock in circulation far longer than intended.
