Compiègne issued this note during the Franco-Prussian War, when Prussian forces were advancing through the Oise département and conventional currency had effectively dried up. Municipal emergency paper of this kind — issued under local authority rather than the Banque de France — was a direct response to the economic paralysis that preceded and followed the Siege of Paris. The embossed stamp was the municipality's primary defense against forgery, modest by any standard but typical of what a provincial printing house could realistically produce under wartime conditions.
Valliez was a local Compiègne printer, not a specialized security note manufacturer, which shows in the execution.
