Saint-Quentin fell under German military occupation within weeks of the war's outbreak in August 1914 and remained occupied for its entirety. With normal banking and currency supply severed, local administrative bodies improvised emergency paper money — this note was sanctioned by a regional oversight commission covering both Saint-Quentin and Guise, an unusual dual-territory arrangement reflecting the disrupted administrative geography of occupied northern France.
The printer, the Imprimerie Générale du Guetteur de l'Aisne, was a local press operating under occupation conditions. Authentication relied on commune rubber stamps rather than engraved security elements — a practical concession to what materials were actually available in 1916.
