Cambodia's 1860 franc coinage was produced in Paris as part of France's early effort to impose a familiar monetary framework on its newly acquired Indochinese territories — the protectorate over Cambodia had been formalized only in 1863, making this issue anticipatory rather than colonial in the strict administrative sense. Norodom I had only recently consolidated his claim to the throne after a succession dispute with his brother Sivotha, and French backing was instrumental in securing his position.
The KM#M6 designation flags this as a pattern or medal strike rather than a circulation issue, and surviving examples are correspondingly few.
