Tunisia was a French protectorate when these francs were struck, and Muhammad VI al-Habib's name appearing on the coinage was largely ceremonial — monetary policy and mint contracts ran entirely through Paris. The French extended the franc system into Tunisia from 1891, and this silver issue aligned precisely with metropolitan franc specifications to ease commercial integration across the Mediterranean.

Production ran through the Paris Mint, identifiable by the torch and owl privy marks that appear on the coin's edge or fields.
