Ubangi-Shari ceased to exist as a political entity in 1958, when it became the Central African Republic. This 2014 issue is a privately produced fantasy piece — no issuing authority by that name has existed for over half a century, and the Central African Republic has never authorized coinage under the old colonial territorial designation. These pieces circulate among collectors as curiosities, not as legitimate currency of any recognized state.
