Upper Senegal and Niger ceased to exist as an administrative entity in 1919, when France reorganized its West African territories and the region was divided into what became French Sudan and Upper Volta. Any coin bearing that defunct colonial designation and a 2014 date is a fantasy piece — produced for the collector market with no governmental mandate, no issuing authority, and no monetary function.
