The Chambres de Commerce du Nord and Pas-de-Calais issued jointly — an unusual administrative arrangement driven by the economic devastation those two départements suffered during the First World War occupation. Much of the region's official banking infrastructure had been disrupted or destroyed, and the chambers of commerce across northern France became de facto monetary authorities for small-denomination needs, a role formalized by the state from 1914 onward.
