French chambers of commerce began issuing emergency small-denomination paper during WWI to compensate for the near-total disappearance of metal coinage from circulation — hoarding and wartime metal demands had stripped everyday commerce of practical change. The Chambre de Commerce du Loiret was among dozens of regional bodies that filled this void, producing notes that circulated locally with varying degrees of official tolerance. Auguste Goût et Cie handled much of the printing for Orléans-region emergency issues, working out of the city itself rather than routing to a Paris house.

The JP#95-17/18 reference covers two closely related types; distinguishing them requires attention to minor typographical variants in the text block.
