Le Tréport's chamber of commerce began issuing these emergency fractional notes in 1916 as small-denomination coinage disappeared almost entirely from French circulation — hoarded by civilians and consumed by wartime metal demands simultaneously. Chambers of commerce across northern France filled the void, each issuing their own scrip under authorization from the French government, creating a patchwork of local paper that was technically only valid within the issuing town's commercial zone.
Roy & Valade in Amiens printed for several regional chambers during this period. The watermark security was modest but sufficient — counterfeiting low-denomination emergency scrip in wartime France was hardly worth the effort.
