The Chambres de Commerce emergency issues of the First World War period were a direct consequence of acute small-change shortages across provincial France — hoarding and metal requisitions had stripped copper and nickel coinage from daily commerce well before 1918. The Tulle et Ussel chamber, covering the Corrèze department, was among dozens of regional bodies authorized under wartime provisions to fill that gap with paper bons de monnaie. Delostal & Germa in Aurillac were a regional printer, not a specialist security house, which accounts for the relatively modest production values seen across the Corrèze issues.
