| Obverse description | Dark blue letterpress printing on yellow-ochre paper. The upper centre bears the municipal coat of arms of Tours, flanked by decorative vine and floral garlands, with the interlaced monogram 'TC' repeated at left and right within guilloche frames. The denomination 'UN FRANC' is printed in large bold letters across the centre, below which two facsimile signatures appear under the respective titles 'LE TRÉSORIER' and 'LE PRÉSIDENT', with a panoramic skyline vignette of Tours rendered in fine line engraving as an underprint behind the signatures.
