The Chambres de Commerce emergency issues of the First World War filled a practical void created by hoarding and metal shortages — by 1917, fractional coinage had nearly vanished from French circulation, and regional commercial chambers were legally empowered to issue small-denomination paper substitutes. Toulouse's chamber turned to a local printer, Berdoulat, rather than a Paris house, which gives the series a noticeably regional character in its typography and production quality.
The JP# grouping across seven reference numbers reflects multiple date variants within the same basic design — the 1 Franc denomination ran through several emission dates, all redeemable only within the Haute-Garonne commercial zone.
