| Obverse description | Green on light green guilloche underprint with a repetitive 'CHAMBRE DE COMMERCE DE TOULOUSE 1917' microtext pattern covering the entire field. At centre, two circular medallic vignettes side by side — the left showing a reclining allegorical figure, the right a sailing vessel — framed above by the issuer's title in bold letterpress and below by a dark cartouche bearing the denomination 'UN FRANC'. Large numeral '1' watermark-style underprints appear at left and right, with the deliberation date 'du 20 Juin 1917' at lower left, emission year '1917' at upper right, and signature lines for 'Le Trésorier' and 'Le Président' flanking the serial number at centre bottom. |

The Chambres de Commerce emergency issues of the First World War filled a practical void created by hoarding and metal shortages — by 1917, fractional coinage had nearly vanished from French circulation, and regional commercial chambers were legally empowered to issue small-denomination paper substitutes. Toulouse's chamber turned to a local printer, Berdoulat, rather than a Paris house, which gives the series a noticeably regional character in its typography and production quality.
The JP# grouping across seven reference numbers reflects multiple date variants within the same basic design — the 1 Franc denomination ran through several emission dates, all redeemable only within the Haute-Garonne commercial zone.
