| 表面の説明 | Printed in red on cream paper, the obverse is framed by a decorative border of crossed laurel branches. The municipal coat of arms of Saint-Omer — a shield surmounted by a crown and flanked by olive branches — occupies the upper centre, with the issuer's name 'CHAMBRE DE COMMERCE DE SAINT-OMER / PAS-DE-CALAIS' repeated symmetrically on either side. Two circular guilloche medallions flank the large central denomination text 'UN FRANC', the left inscribed with the approval notice of the Administration Supérieure and the right stating the guarantee of deposit at the Banque de France; signature lines for the Trésorier and the Président appear at lower left and right respectively, with the serial number and printer's imprint at the foot. |

Saint-Omer's chamber of commerce issued this note in 1914 as an emergency response to the acute coin shortage that struck northern France in the opening weeks of the war — small change essentially vanished from circulation as the public hoarded metal and the banking system seized up. Chambers of commerce across the Pas-de-Calais and neighbouring departments stepped into the void, issuing small-denomination papier-monnaie de nécessité under powers hastily sanctioned by the French government.
The Imprimerie Richard in Paris supplied much of this regional emergency paper. The JP#115 reference covers three catalogue numbers for this type, suggesting date or series variants within what is otherwise a uniform issue.
