The Chambre de Commerce de Rouen was among dozens of French regional chambers authorized to issue emergency fractional currency after the acute coin shortage of 1914–1915 stripped small denominations from everyday commerce. These notes circulated locally as a practical substitute for the 1 franc coin, which had largely vanished into hoarding and wartime metal demands. Imprimerie Richard in Paris produced the series across multiple dated varieties — the sprawling JP reference list reflects successive authorization renewals rather than significant design changes.

Norman regional issues of this type were generally redeemed and destroyed in quantity once the Banque de France restabilized small-denomination coinage in the early 1920s, making intact survivors more common as collector pieces than as worn circulation examples.
