French chambres de commerce were authorized to issue emergency small-denomination notes in August 1914 as the war drained metallic coinage from circulation almost immediately. Rochefort-sur-Mer, home to one of France's major naval arsenals, had particular need for small-change substitutes — the arsenal workforce was large, wages were paid regularly, and the local economy ran on fractional transactions that paper francs and two-franc notes couldn't easily handle.
The multiple JP reference numbers reflect genuine date and series variants rather than distinct designs; the base typography was set by Keller Frères in Angoulême and reused across successive printings as the shortage persisted well beyond any original expectation.
