During the First World War, the near-total disappearance of small coinage from French circulation — hoarded as silver or melted — forced hundreds of regional chambers of commerce to issue their own fractional emergency notes under authorization from the French Treasury. Roanne's chamber was among the first wave, producing multiple dated variants across this series, which accounts for the sprawling JP reference spread. Bourg & Cie, based in the Ain, handled a significant portion of provincial French emergency paper during this period.
