French emergency small change notes — known as monnaies de nécessité — flooded into circulation from late 1914 onward as hoarding stripped coins from everyday commerce almost overnight. The Chambres de Commerce were among the first non-bank institutions authorized to fill the gap, and the joint issue by Rennes and Saint-Malo is one of the more administratively unusual arrangements of the type: two geographically separate chambers pooling their authority under a single series, presumably to reduce printing costs and coordinate redemption across the Ille-et-Vilaine department.
The JP reference covers at least nine discrete varieties within this series — differing in date, signature combination, or both — which makes systematic collection genuinely demanding.
