The Chambers of Commerce emergency notes issued across France from 1915 onward were a direct consequence of coin hoarding triggered by the war — the public was holding back bronze and silver, and small change simply vanished from daily commerce. The Poitiers chamber was among dozens that filled the gap under authorization from the French Treasury, issuing fractional notes that the banking system had no mechanism to produce quickly enough.
