French chambres de commerce were authorized to issue emergency small-denomination notes from 1914 onward as the war drained metallic coin from circulation almost immediately. The Périgueux chamber's franc notes were printed locally by Ronteix, a Dordogne lithographer with no particular specialized security printing background — which shows in the relatively modest execution compared to chambers that contracted with Parisian or larger regional firms.
The JP#98-18/19 reference covers two closely related varieties distinguished by minor typographic differences. Worth identifying carefully before cataloging.
