French chambers of commerce were authorized to issue emergency small-denomination notes from 1914 onward precisely because the wartime hoarding of coins — particularly bronze and nickel — created a practical crisis at the retail level. Narbonne's chamber was among dozens that stepped in to fill that gap, with notes backed nominally by the chamber's commercial guarantee rather than any central bank reserve. The Perpignan lithographer Morer-Benezet handled several such regional commissions in the Languedoc-Roussillon area during this period.
The dry stamp and watermark represent the extent of anti-counterfeiting provision — modest by any measure, but counterfeiting of low-value wartime necessities was rarely the pressing concern.
