| 正面描述 | Salmon-pink guilloche underprint covers the field, with the issuing authority's name repeated in diagonal microtext. A blue decorative border with foliate corner ornaments frames the note, with the municipal arms of Moulins and Lapalisse in laurel wreaths flanking a central cartouche bearing the denomination UN FRANC in bold letterpress. A boxed inscription at top reads DÉLIBÉRATION DU 13 OCTOBRE 1916, while a circular red official stamp of the Chambre de Commerce de Moulins et Lapalisse is applied at centre, accompanied by two manuscript signatures for Le Trésorier and Le Président, series and serial number below. |

| 备注 |
French commercial chambers were authorized to issue small-denomination emergency notes in 1914 after the outbreak of war triggered an immediate hoarding crisis — silver and bronze coins vanished from circulation almost overnight. The Chambre de Commerce de Moulins et Lapalisse served the Allier department, and like dozens of similar regional bodies, it filled the void left by the Banque de France's inability to produce sufficient low-value notes fast enough. B. Arnaud of Villeurbanne handled a significant volume of these provincial necessité issues throughout the war years.
