French commercial chambers were authorized to issue small-denomination emergency notes in 1914 after the outbreak of war triggered an immediate hoarding crisis — silver and bronze coins vanished from circulation almost overnight. The Chambre de Commerce de Moulins et Lapalisse served the Allier department, and like dozens of similar regional bodies, it filled the void left by the Banque de France's inability to produce sufficient low-value notes fast enough. B. Arnaud of Villeurbanne handled a significant volume of these provincial necessité issues throughout the war years.
