The Chambre de Commerce de Montpellier began issuing these emergency fractional notes in 1915 as the wartime drain on metallic coinage left everyday transactions effectively paralyzed across provincial France. Chambers of commerce throughout the country were authorized to fill the gap — Montpellier's series being among the more carefully produced, printed by Imprimerie Richard in Paris rather than by a regional press.
The JP# range spanning five suffix varieties reflects incremental authorization renewals, not design changes — the same plates served throughout with updated validity dates.
