French chambers of commerce were authorized to issue emergency small-denomination notes during the First World War to alleviate a severe shortage of coins, most of which had been hoarded or absorbed into the war economy by 1914. The Montauban chamber's issues were among dozens produced across the Midi-Pyrénées region under this scheme. Cassan Ainé in Toulouse handled the printing for several regional chambers simultaneously, which kept costs manageable but produced notes with a notably provincial finish compared to Banque de France production.

Louis Oury's design credit is the one detail worth flagging — designer attributions on necessity notes at this level are relatively rare in the documentation.
