Emergency fractional currency issued by the Montluçon-Gannat Chamber of Commerce during the acute small-change shortage that gripped France from 1914 onward — wartime hoarding stripped bronze and nickel coins from circulation so thoroughly that hundreds of provincial chambers were legally authorized to print their own substitutes. Herbin & Bouché, a local Montluçon press, handled production, keeping the entire operation within the Allier département rather than routing it through Paris.
The watermark is the sole security concession on an otherwise modestly produced note. JP#84-37 and 84-38 differ by serial prefix.
