La Chambre émettra pour une nouvelle somme de Un Million Six Cent Soixante Mille francs, des coupures au porteur de Un Franc chacune. Ces coupures seront délivrées sur la remise d'une somme équivalente de Billets de la Banque de France. French chambres de commerce gained emergency authority to issue small-denomination necessity notes in August 1914, filling the vacuum left when the public hoarded coins at the outbreak of war. Marseille's chamber moved quickly, and the 1-franc notes that followed were printed locally by Moullot & fils aîné — a Marseille lithography house with deep roots in commercial and artistic printing in the city.
Valère Bernard, who designed the note, was a genuinely significant figure: a painter, sculptor, and decorative artist central to the Provençal cultural revival. His involvement lifted this well above most wartime emergency paper.
