French Chambers of Commerce were authorized to issue emergency small-denomination notes during and after the First World War to address a chronic shortage of coin — silver and bronze had been hoarded or melted down, and the Banque de France was not filling the gap. By 1922, the crisis was largely over nationally, but regional chambers were still authorized to circulate their own issues while redemption schedules were negotiated with Paris. Lons-le-Saunier, the prefecture of the Jura, was among the slower to wind down.
Printed by Lithographie E. Rousseau in Dôle rather than Paris, this is a purely provincial production. JP#74-13 and 74-14 differ in minor typographic details — one of the more frequently misidentified splits in the Jura chamber issues.
