French chambers of commerce were authorized to issue emergency small-denomination notes in August 1914, when the mobilization order triggered an immediate hoarding panic and coin virtually disappeared from circulation overnight. The Limoges chamber was among the first wave of issuers, turning to a local printer rather than one of the established Paris houses — a practical decision given wartime transport disruptions.
The JP#73.3 variant is distinguished by its blue and pink border without watermark, setting it apart from otherwise similar issues in the series. The watermark-bearing versions are generally considered the more securely produced; this one trades that feature for what was presumably faster output from Dumont's shop.
