Libourne's Chamber of Commerce, like dozens of regional French bodies, began issuing emergency small-denomination notes during the First World War to address the acute shortage of small change that followed the hoarding of coins in 1914. The Wetterwald Frères printing house in Bordeaux supplied a significant number of these nécessité notes for Gironde-area chambers, and the watermarked paper on this example was a deliberate step above the most basic wartime issues — an attempt to discourage local forgery rather than any statement about the note's expected longevity.

JP#72.25 distinguishes this violet-on-grey-beige variant within a series where colour differences carry genuine cataloguing weight.
