French chambers of commerce were authorized to issue emergency fractional currency during and after World War I to address a chronic shortage of small-denomination coinage — silver had been hoarded, bronze requisitioned, and the national mint was unable to keep pace. The Libourne chamber's issues continued well into the early 1920s as the coin shortage dragged on longer than most anticipated.

Wetterwald Frères was a Bordeaux commercial printer regularly employed by the Gironde-region chambers, which accounts for the visual consistency across several local issues from this period. JP#72-36 places this within a fairly large series for Libourne.
