French chambers of commerce were authorised to issue emergency small-denomination notes during and after the First World War to compensate for the acute shortage of coins — silver and bronze had been hoarded or melted, and the state couldn't keep pace with demand for fractional currency. Libourne's chamber was one of dozens across France operating under this mandate, with Wetterwald Frères in Bordeaux handling printing for several regional issuers in the southwest simultaneously.
The 1920 date places this note in the tail end of that emergency regime, by which point the French Treasury was actively working to retire chamber issues and restore centralised small-change circulation. Many of these late printings saw limited distribution before recall.
