Beschrijving voorzijde The obverse is framed within a rectangular border surmounted by a central oval vignette enclosing a view of the port of La Rochelle-Pallice, the whole composition flanked by stylised seaweed garland ornaments. The denomination numeral and issuer inscription are set within the border, with ruled signature lines for the President and Treasurer below. Series designation and date appear at the foot of the design.

French chambers of commerce were authorized to issue emergency fractional notes from 1914 onward, filling the vacuum left when small coins vanished from circulation almost immediately after mobilization. La Rochelle's chamber issued this 1 Franc piece in 1920, late in that emergency cycle — by then the practical urgency had largely passed, but redemption and accounting obligations kept many chambers issuing well past the armistice.

Devambez was a prestige Parisian printing house better known for luxury illustrated books and menus than for fiduciary paper, which makes their recurrence in emergency note printing during this period worth noting. Claveau's engraving work on the La Rochelle series is characteristically fine for the format.
