The lower portion is occupied by a central circular vignette of the civic arms of Tulle, a turreted shield encircled by a wreath of oak and laurel branches, with the printer's imprint IMP. P. DUMONT, LIMOGES in the lower right margin. A decorative ruled border with ornamental corner pieces frames the entire reverse. |

French chambers of commerce were authorized to issue emergency small-denomination notes in August 1914, when the mobilization for the First World War triggered an immediate hoarding crisis that stripped coins almost entirely from daily commerce. The Corrèze chamber moved quickly; this 1915 franc note from Tulle filled a gap the Banque de France had neither the capacity nor the mandate to address at the retail level.
Pierre Dumont's Limoges press handled a number of regional nécessité issues during this period. The watermarked paper was a meaningful security measure for what was, functionally, a local scrip redeemable only within the département.
