Granville's chamber of commerce began issuing emergency fractional notes in 1915 as the wartime coin shortage stripped small denominations from everyday commerce across France. This was a nationwide crisis answered locally — hundreds of French chambers issued their own paper in these years, but Granville's series was printed entirely in-house by Goachet, a local press, rather than contracted to one of the larger provincial printers handling bulk emergency production elsewhere.
