The Chambre de Commerce de Foix served the Ariège department, a mountainous and economically modest corner of the Pyrenees that had virtually no banking infrastructure capable of handling the coin shortage that hit France in the first months of the war. When the Banque de France suspended specie payments and small change vanished from circulation almost overnight in late 1914, local chambers of commerce across France were authorized by the state to fill the gap with their own emergency paper. Foix was among the earliest to act.
L. Cassan Aîné in Toulouse was the obvious regional choice — the firm produced emergency notes for several Occitan chambers during this period. The JP#59.10 à 12 numbering reflects the multiple signature variants issued under the same basic design.
