The Dijon Chamber of Commerce began issuing emergency fractional notes in 1915 to address the near-total disappearance of metal coinage from French circulation — a shortage driven by wartime hoarding and the requisitioning of copper and nickel for military use. These notes were a local fix to a national problem, and dozens of chambers across France issued similar emergency paper during the same period.
The fourth series carries multiple JP sub-references because the type was reissued across several dates and with minor typographic variations over the four-year run. Gérin printed locally, which kept production fast but meant quality control was uneven between batches.
