The chambers of commerce emergency note issues of the Great War and its aftermath filled a vacuum left by the chronic shortage of small-denomination coinage — hoarding, melting, and wartime metal demands had stripped everyday change from French circulation by 1915. Many chambers continued issuing well into the early 1920s, this note among them. Arnaud of Villeurbanne was a workhorse printer for provincial French bons, producing issues for numerous regional chambers across the Rhône-Alpes corridor.
