The three-town chamber grouping — Chalon-sur-Saône, Autun, and Louhans — reflects the administrative reality of postwar France, where small regional Chambres de Commerce issued their own emergency fractional notes to compensate for the chronic shortage of small coinage that had plagued circulation since 1914. By 1919 this was already late in the cycle; the Banque de France was actively working to reclaim the fractional note market, and most chamber issues of this type were demonetized within a few years of issue.
