French chambers of commerce were authorized to issue emergency small-denomination notes in 1914–1915 as the war drained metallic coinage from circulation — brass and copper being more immediately useful elsewhere. The Calais chamber's issues were among the more numerous in the Pas-de-Calais, a department that spent much of the war within artillery range of the front. B. Arnaud, a Lyon-based printer with a long record of commercial and administrative work, produced the series; the notes were stamped after printing as the primary authentication measure.
