The Chambres de Commerce emergency issues of 1914–1918 filled a vacuum created almost overnight when hoarding stripped France of its small metal coinage within weeks of mobilization. The Caen chamber's notes circulated across Calvados and, by arrangement, were accepted in Honfleur — an unusual dual-jurisdiction guarantee that required explicit endorsement from both bodies and made these notes legally distinct from single-city issues.
Charles Valin was Caen's dominant commercial printer, not a specialist security firm, which shows in the relatively modest anti-counterfeiting measures compared to notes produced by Paris houses.
