French chambers of commerce were authorized to issue emergency small-denomination notes in August 1914 specifically to address the coin hoarding that paralyzed retail trade within days of general mobilization. Boulogne-sur-Mer's chamber was among the earliest to act — the port's fishing and cross-Channel commercial activity made a local liquidity crisis immediate and practical rather than theoretical.
JP#31.12 distinguishes this from closely related types in the series, so collectors should verify the precise typographic variant; the 31.x sequence for Boulogne has several near-identical emissions differentiated by serial numbering conventions and small text differences.
