Beschrijving voorzijde Printed entirely in green on white paper with a fine guilloche underprint, the note is framed by a decorative dot-and-rule border. At the top centre, an oval vignette contains an allegorical figure with an anchor, surmounted by a radiant triangle, flanked by the issuer's name in large letterpress capitals. The denomination UN FRANC appears in bold green type at centre, flanked by two circular text panels; the lower portion carries spaces for the Trésorier and Président signatures above the serial number printed in black, with the numeral 1 repeated in red at each lower corner.

Boulogne-sur-Mer's Chamber of Commerce emergency notes from August 1914 belong to the first wave of French nécessité issues — locally authorized scrip produced almost immediately after the general mobilization froze normal banking activity. The Banque de France simply could not meet the sudden demand for small-denomination currency as the country shifted to a war footing, and chambers of commerce across northern France stepped in within days.

Boulogne was particularly exposed. A major Channel port under constant military pressure from the outset, its commercial life depended on rapid circulating cash. The JP#31-19/20 reference covers two closely related varieties, distinguished by minor typographic differences that catalogers still debate.
