French chambers of commerce became emergency issuers almost overnight in August 1914, when the declaration of war triggered an immediate hoarding crisis and small coins vanished from circulation entirely. The Banque de France could not respond fast enough, and the government authorized local commercial bodies to fill the gap. Bordeaux was among the first to act.
The JP#30 series spans several decree dates — references 30.2 and 30.6 through 30.8 reflect successive re-issuances as demand repeatedly outpaced supply through late 1914.
